About SPAIGI
Today, global politics, international governance, and national security are increasingly intertwined with emerging technologies. Artificial intelligence (AI) and digital transformation are reshaping global governance systems, strategic policy-making, and geopolitical competition. AI is no longer merely an innovative technology — it has become a strategic instrument influencing state capacity, institutional effectiveness, and long-term development trajectories.

In this rapidly evolving environment, responsible, ethical, and strategic governance of AI has become essential, particularly for emerging and transitioning economies. For Uzbekistan and the broader Central Asian region, these dynamics underscore the need for an independent and professional institution specializing in strategic policy analysis, AI governance, and data-driven decision-making.
​Who We Are
International Strategic Policy and AI Governance Institute (SPAIGI) is an independent, research- and practice-oriented policy think tank with government engagement headquartered in Tashkent, Uzbekistan. SPAIGI was established to bridge the gap between technological transformation and public governance by providing rigorous research, strategic analysis, and practical policy solutions.
Mission
​The Institute of International Strategic Policy and Artificial Intelligence Governance (SPAIGI) is dedicated to conducting in-depth analysis of international and regional policy, as well as comprehensively studying the opportunities and risks of artificial intelligence within the context of strategic governance. The Institute develops conceptual foundations for AI governance, designs responsible implementation mechanisms, and provides evidence-based practical recommendations to government institutions.
​SPAIGI views artificial intelligence not merely as a technological innovation but as a strategic policy and governance tool. The Institute contributes to enhancing policy effectiveness by integrating AI technologies into public administration systems and international cooperation frameworks.

The Institute functions as an analytical platform for strategic policy development, assessment, and evaluation. It supports decision-making processes with research-based insights and data-driven analysis. -
Strategic Foresight and Early Warning Center
SPAIGI identifies emerging opportunities, risks, and global trends related to artificial intelligence. It develops risk assessment models and early warning mechanisms to anticipate potential challenges. -
AI Governance Analysis Center
The Institute develops and evaluates political, legal, and ethical frameworks for artificial intelligence. It serves as an independent analytical body providing expert assessments in the field of AI governance.
SPAIGI is currently a unique institution in Uzbekistan and Central Asia with this integrated format, emphasizing its regional strategic importance and innovative approach. The Institute studies AI as a complex system interconnected with geopolitics, international relations, and public administration. Through the development of strategic forecasting models, risk assessment systems, and early warning mechanisms for government institutions, SPAIGI contributes to the sustainable and responsible development of AI.​
Strategic Advisory Board
The Strategic Advisory Board unites leading academics, politicians, diplomats, digital government experts, and senior professionals to guide the institute’s strategic vision. The Board serves as a high-level consultative body: Advise on strategy, priorities, and major initiatives; Share insights on global trends and best practices; Connect the institute with key stakeholders and partners; Provide guidance to maximize the institute’s impact.
